Family Programs

PATH Beyond Shelter is a non-profit organization founded in 1988 in response to increasing numbers of homeless families in Los Angeles and the need for a more comprehensive approach to serving them. Today, the mission of the agency is to develop systemic approaches to combat poverty and homelessness among families with children, and to enhance family economic security and well-being.

"Because a child's first steps should happen at home."

What is PATH Beyond Shelter?

PATH Beyond Shelter was formed in 2012 when PATH acquired Beyond Shelter during a merger. Beyond Shelter was founded in 1988 in response to increasing numbers of homeless families in Los Angeles and the need for a more comprehensive approach to serving them. At the time, the agency's Housing First approach introduced a dramatic innovation in addressing family homelessness by changing the focus of programs from providing services in homeless shelters to directly assisting families to return to permanent housing as quickly as possible, and then delivering the services normally provided in shelters once families were housed.

Our History

In response to rapidly rising family homelessness in Los Angeles in the late 1980's, Beyond Shelter was founded to build the capacity of shelters to end, not just manage, this problem by partnering with them to assist their clients to find and sustain permanent housing. After developing some of the first family shelters locally, Tanya Tull, Beyond Shelter’s founder, recognized major limitations in their original design. Despite the clear need of homeless families for affordable, permanent housing, shelters rarely assisted their clients to search for rental housing and overcome damaged credit, prior evictions, low incomes, and other barriers that often prevented them from leasing private-market housing on their own. Furthermore, since services at the time were tied to shelter residency, homeless service providers did not have the means to provide mobile, community-based services to families once they returned to permanent housing in the community at-large. Beyond Shelter was established to fill these service gaps and assist homeless families to return to permanent housing as quickly as possible (i.e., Housing First); once in housing, families would then have access to home-based services, including life skills education, designed to foster housing stability and family well-being. In 2012, Beyond Shelter merged with PATH and became PATH Beyond Shelter.
