Homelessness Prevention and Rapid Re-Housing Program
PATH HPRP Program Information
Program Information and Eligibility Criteria

The purpose of the HPRP is to provide temporary financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized.

HPRP is not intended for those requiring long term assistance and is not an entitlement program.  The program is designed to assist those with minimal barriers to housing and is not appropriate for those needing ongoing supportive services or with incomes insufficient to cover rent, utilities, and other ongoing financial obligations.

HPRP applicants are required to submit documents verifying their eligibility for the program.  Each HPRP provider will conduct an eligibility screening and needs assessment to determine the applicant’s appropriateness for the program.  Each program enrolled household will develop a unique Housing Stability Plan.  This plan includes the level of assistance the household will receive from the HPRP as well as other services the household might require to maintain housing.  Since each household will have varying needs for assistance, not all households will be eligible for the same level of HPRP assistance.

Basic Eligibility Criteria

Homelessness Prevention and Rapid Re-Housing

  • Income at or below 50% of Area Median Income
  • Have no appropriate subsequent housing options
  • Lack financial resources and support networks to maintain or obtain housing
  • Would become homeless or remain homeless but for this assistance
  • Be able to sustain housing once assistance ends

  • Renter living in the Paramount
  • Received a notice of landlord’s intent to evict in the form of a 3-Day Notice or Unlawful Detainer Complaint
  • Be a resident of the Paramount or be able to demonstrate ties to the City
  • Living in a place not meant for human habitation, emergency shelter, transitional housing program
  • Received an Unlawful Detainer judgment, Notice of Sale, 3-Day Notice or Unlawful Detainer AND not be sustainable in current living situation
